Puppy Mill Legislation Passed in Washington StateGovernor Gregoire did something good. She signed Senate Bill 5651 which limits the # of in tact adult dogs in one location to 50 dogs. Washington State is the 3rd state in the country to pass such legislation. This same bill also includes humanitarian requirements for breeding practices, Adds language clarifying the space, exercise and primary enclosure requirements are for dogs kept in an enclosure the majority of the day. And allows Adult dogs and Puppies to intermingle for the purpose of socialization.
Puppy mills are horrible places that do horrible things to dogs and finally having some legislation to make certain that these dogs aren't kept in tiny cages 24X7 is good news. I doubt that it goes as far as reputable breeders would like in cleaning up the industry, but I think it's at least a step in the right direction.
upon further reading, an ammendment to the bill detailing these requirements, appears to have been squashed, so it looks like it's more of a "Paper Bill" without any enforcement, I'd like to see it outline the size of the kennel, the amount of exercise and play time each dog needs each day, mandatory medical care for these puppies and limited #'s of whelping seasons for the females, but that didn't fly. I still think it's a step in the right direction but only a tiny one.
